On August 13, 2026, the Japan External Trade Organization (JETRO) published a new mini-report, “Overview of Malaysia’s Carbon Trading Market and National Carbon Market Policy (NCMP),” prepared for JETRO by Borderless Consulting Sdn. Bhd., a Malaysian company led by the Managing Partner of Borderless Business Law Office.
This is the first report undertaken by Borderless Consulting Sdn. Bhd. since its appointment as a JETRO Platform Coordinator.
As Malaysia continues its efforts toward achieving net-zero emissions by 2050, the Malaysian government announced the National Carbon Market Policy (NCMP) in April 2026, marking a further step in the development of the country’s carbon market framework.
The report provides an overview of the current carbon credit market in Malaysia, outlines the policy direction set out under the NCMP, and discusses potential business opportunities and market entry prospects for Japanese companies.
In the fields of carbon markets, decarbonization and ESG, it is increasingly important for businesses not only to understand the relevant legal and regulatory frameworks, but also to assess how evolving government policies and market developments may affect their business activities and investments.
Borderless Business Law Office supports Japanese and international companies doing business in Malaysia and other Southeast Asian markets, with a particular focus on corporate and cross-border matters, renewable energy, carbon markets, ESG and decarbonization. We aim to provide support that takes into account both legal considerations and the broader business environment in which our clients operate.
