While the previous issue examined the amendments to the Personal Data Protection Act (PDPA) and the practical responses required of Japanese companies, this issue returns to the environmental (E) domain, addressing the current state of Extended Producer Responsibility (EPR) for packaging and the implementation status of single-use plastic regulations. It covers the relationship among the three government documents (the Roadmap Towards Zero Single-Use Plastics, the Malaysia Plastics Sustainability Roadmap, and the Circular Economy Blueprint for Solid Waste), the effective postponement of EPR to a voluntary phase beginning in 2026 with mandatory compliance from 2030, the eco-modulated fee and the scope of Obliged Parties, the state-by-state differences in plastic bag regulations together with the dual legal structure under the Solid Waste and Public Cleansing Management Act 2007 (Act 672) and the Local Government Act 1976 (Act 171), and the issues surrounding recycled materials under the Food Act and halal standards.
